An Analysis on Key Stakeholders’ Preference on Free Child Care and Related Policy Issues: Focused on the Directors and Workers of Child Care Center, and Parents in Seoul

The main purpose of this study is to explore the preferences of key stakeholders, especially the directors and workers of child care center, and the child`s parents, on the several issues of free child care. These stakeholders may have the unique or common preferences depending on the their roles in child care system in Korea. For these reasons, this study tried to explore the difference or concurrence of these stakeholder`s preferences on free child care. The results of the analysis are as follows. First, the opinions on positive effect of free child care are almost consistent among these stakeholders. Second, the opinions on negative effect of free child care are various depending on their interests. Third, the difference of their roles in child care system has led to the different preferences on policy improvements. However, the compensation for child care worker was rated at the most important issue among all stakeholders. Through these results, we were able to grasp the important, but no conflicting policy issues needed to be improved among key stakeholders.
